V "WASHINGTON (AP) In a major response to the continuing energy crisis, the Senate Commerce Committee on Thursday a bill requiring a 100 per cent improvement in auto fuel efficiency by 1985.' The bill, which the auto industry maintains is unneeded, sets standards requiring a 50 per cent improvement in gas mileage by 1980. The standards would require the nation's automakers to produce 1980 model cars capable of achieving 21 miles per gallon and 1985 model cars capable' of 28 miles per gallon. 

          The bill covers the 1971 through 1985 model years and is based on improvements over the gas mileage achieved by 1974 model year passenger automobiles. The 11.5 Commerce Committee vote came as President Leonard Woodcock of the United Auto Workers Union told (he Senate Public Works Committee it will be disastrous if Congress insists on requiring improved fuel efficiency and stricter auto emission standards at the same time.
